This was one of a group of Air Force owned C-123s used by the State Department Bureau of International Narcotic Matters as parts donors in support of their airworthy Providers. It was declared excess December 23rd 1995 and transferred to the General Services Administration for disposal on February 26th 1996. It was offered for sale by sealed bid auction, with nine others, and sold to Western Aviation Maintenance Inc, Tucson, AZ on March 7th 1996, under contract GS09F96FBE2010. During initial demilitarization it was determined that eight of the airframes sold may be contaminated by hazardous materials and as a result, the sales contracts were cancelled on January 8th 1997. Western Aviation declined an offer to purchase the two clean aircraft, which included 54-0711, so these were later advertised by Government Liquidation for parts recovery as Event 9069 Lot 2 on August 10th 2013. It was sold to HVF (West), Tucson, AZ as part of a 'term' scrap metal contract and removed to their site on December 13th 2013, where it was melted down.
